Road Report: Nov. 3, 2025
Construction season is winding down. Here’s our weekly look at what projects are done, where you’ll find traffic impacts and what’s scheduled next as long as the weather holds.
What’s underway
I-229 & Cliff: This construction season’s work at the Interstate 229 and Cliff Avenue interchange is starting to wind down as winter approaches.

Concrete paving work is almost complete for the year throughout the project, with some of the last paving in progress on the southbound on-ramp.

Work on the new southbound I-229 bridge is complete, and crews are working on the approaches between the bridge and the mainline concrete pavement.


Most of the topsoil on the east side of Cliff Avenue also has been placed and shaped.

Topsoil placement on the west side of Cliff and seeding throughout the project will occur over the next few weeks.

The temporary traffic signal for the southbound I-229 off-ramp is being installed.

The permanent traffic signals at 38th and 41st streets will be installed later this fall after they are delivered to the project site.

All lanes are expected to reopen for the winter in mid-to-late November.

Work will begin again on the south half of the interchange in the spring of 2026.

10th Street: The outside eastbound lane of 10th Street closed between Bahnson and Sycamore avenues Oct. 29 to allow crews to perform utility work. The south sidewalk also is closed, and pedestrian traffic is detoured to the north sidewalk. This work is expected to be complete in about two weeks.
Russell Street: The outside westbound lane of Russell Street closed east of Kiwanis Avenue on Oct. 31 to allow crews to complete concrete repairs. Access to Elmwood Golf Course will be maintained. This work is expected to be complete in about one week.
69th Street: The outside westbound lane of 69th Street closed between Tan Tara Circle and Doral Avenue on Oct. 31 to allow crews to work on an adjacent parking lot. The lane closure will be in place from 8:30 a.m. to 4 p.m. daily. Eastbound traffic will not be impacted. This work is expected to be complete in a few days.
What’s next
Kiwanis Avenue: Beginning today, the outside southbound lane of Kiwanis Avenue will be closed between 26th and 33rd streets to allow crews to perform utility work. The west sidewalk also will be closed, and pedestrian traffic will be detoured to the east sidewalk. This work is expected to be complete in about one week.
41st Street: Beginning today, the outside eastbound lane of 41st Street will be closed east of Ellis Road to allow crews to complete concrete repairs. This work is expected to be complete in about one week.
Ellis Road: Beginning today, the outside northbound lane of Ellis Road will be closed south of 22nd Street to allow crews to complete concrete repairs. This work is expected to be complete in about one week.
469th Avenue: Beginning today, 469th Avenue will be closed from 57th to 65th streets to allow crews to pave the road. Southbound traffic will be detoured onto Galway Avenue and 65th. Northbound traffic will be detoured onto 65th and Galway. This work is expected to be complete in about two days.
41st Street: Beginning on Tuesday, the outside westbound lane of 41st Street will be closed west of Purdue Avenue to allow crews to complete concrete repairs. This work is expected to be complete in about one week.
I-229 & Minnesota environmental assessment open house: The South Dakota Department of Transportation, in collaboration with the Sioux Falls Metropolitan Planning Organization and the city of Sioux Falls, will hold a public meeting open house from 5 to 6:30 p.m. Wednesday. The public meeting is designed to receive public input on the Environmental Assessment, Section 4(f) Evaluation and Potential Floodplain Encroachments for the reconstruction of the Interstate 229 interchange at Minnesota Avenue. The public meeting will be at Lincoln High School, 2900 S. Cliff Ave.
The open house will be informal, allowing for one-on-one discussions with the study team. A prerecorded presentation is available on the project website and will be played on a loop during the public meeting. A formal presentation will not be given at the open house. The EA document is available for public review on the project website and at the following Sioux Falls locations:

- Sioux Falls City Center, 231 N. Dakota Ave.
For those who cannot attend the open house or desire additional information on the overall study, material is available online at i229exits3and4.com. The presentations and displays shown at the open house are available online. The website also allows for online comments to be submitted. The study team would appreciate hearing from area commuters, concerned citizens, adjacent landowners and business owners. Public comment will be accepted at the meeting and through the website until Nov. 19.
