Road Report: Sept. 1, 2025
Construction season is here, so we’re back with our weekly look at what projects are done, where you’ll find traffic impacts and what’s scheduled next.
What’s done
Minnesota Avenue: The sidewalk repair project on Minnesota Avenue between 11th and 18th streets is complete, and all lanes on Minnesota are open to traffic.

What’s underway
Lewis & Clark Regional Water System: Work continues on water main installation for the city’s third connection to the Lewis & Clark Regional Water System.

Work along Ellis Road between 12th and Windmill Ridge streets is complete, and work is now in progress along 12th west of Ellis.


As part of this project, Lakeside Drive closed at 12th Street on Aug. 28 to allow crews to install water main across the intersection.

Motorists are encouraged to use Dockside Drive off of Ellis Road or Cherry Lake Avenue off of 12th Street to access the adjacent neighborhood.

Traffic on 12th Street will not be impacted. Lakeside Drive is expected to reopen to traffic in one to two weeks.

This year’s work is the first phase of the project and will be completed later this fall. The second phase will be completed next year.

41st Street: Work began last week to add a left turn lane on 41st Street, also known as County Highway 148, for westbound traffic turning into the Sioux Falls Regional Landfill.

41st Street is now fully closed to all traffic from the landfill entrance to the east, so traffic wanting to access the landfill must follow the detour route along 466th Avenue, Highway 42 and 463rd Avenue and enter the landfill from the west.


The existing pavement has been removed east of the landfill entrance, grading work for the road widening is complete, and subgrade stabilization is in progress.


Final grading and graveling will occur this week, with paving to follow soon after.

After crews pave the segment east of the landfill entrance, access to the landfill from the east will reopen while crews perform work to the west of the landfill entrance.

All work is expected to be complete by the end of October.
26th Street: Intermittent lane closures began on 26th Street between Devon Drive and Marion Road, as well as on Marion between 26th and Oak streets on Aug. 27 to allow crews to perform street maintenance work. These intermittent lane closures are expected to continue for one to two weeks.
What’s next
The following work will begin Tuesday:
- 23rd Street: 23rd Street will be closed at Veterans Parkway to allow crews to install sanitary sewer pipe and repair the roadway. Motorists should utilize Shafer Drive off of 26th Street to access the adjacent neighborhood. This work is expected to be complete in about three weeks.
- 11th Street: The far-right and parking lanes on 11th Street will be closed between Phillips and First avenues to allow crews to perform roof repairs on an adjacent building. This work is expected to be complete in about one week.
- Cliff Avenue: The outside northbound lane of Cliff Avenue will be closed between 49th Street and the Tuthill Park entrance to allow crews to perform sidewalk repairs. Southbound traffic on Cliff will not be impacted. This work is expected to be complete in about one week.
- North Drive: The eastbound lane of North Drive across the bridge over the BNSF Railway just east of Main Avenue will be closed to allow crews to begin bridge repairs. One lane of traffic will be maintained in each direction at all times. This work is expected to be complete in late October.
- Phillips Avenue: Northbound Phillips Avenue will be closed between Fourth and Fifth streets to allow crews to perform utility work. Northbound traffic on Phillips will be detoured to Main Avenue via Second and Fifth streets. Southbound traffic on Phillips will not be impacted. This work is anticipated to be completed in three weeks.
- Minnesota Avenue: The outside northbound and outside southbound lanes of Minnesota Avenue will be closed at 21st Street to allow crews to install a new electrical wire over Minnesota. This work is expected to be complete by Wednesday morning.
